Architects had designed a flawless city on paper. The streets were to be symmetrical, the defense system robust, and the societal order founded on equality. However, there was a minor oversight they hadn't accounted for: no one wanted to live in this perfect city.

Palmanova was established in 1593 in the northeast of present-day Italy by the Republic of Venice. The city had a dual purpose: to guard the border against potential Ottoman and Austrian assaults, and to bring the Renaissance concept of the 'ideal city' to life.

In the planned society, merchants, farmers, and craftsmen would coexist; everyone would have a specific role within the city. The aim was for Palmanova to be self-sufficient without relying on the outside, and for its inhabitants to live under equal conditions. Thus, a military fortress and a social utopia were to be merged within the same walls.

Viewed from above, Palmanova resembles a giant nine-pointed star. The city center hosts a spacious hexagonal square, from which the main roads radiate outward like rays of light. The defensive lines surrounding the settlement form a series of geometric rings.

The sharp points of the star were not merely an aesthetic choice. The bastions were strategically positioned so that different parts of the city could protect each other during an attack. Along with moats, gates, and thick defense walls, Palmanova was transformed into a massive defense system, showcasing the military architectural knowledge of its time.

Despite the city's flawless geometry, it failed to attract new residents. People were reluctant to live in a place that was constantly at risk of attack, surrounded by high walls and with strictly controlled entrances and exits. The proposed utopia appeared from the outside to be a military settlement where freedom would be restricted.

For years, the vacant houses and streets of Palmanova indicated that its social project did not operate as initially planned. In 1622, the Venetian administration resorted to an alternative solution. Numerous prisoners were pardoned and were provided with houses, construction materials, and land in exchange for relocating to Palmanova. Thus, the ideal city, which could not be populated with voluntary residents, began to gain population through the settlement of these pardoned prisoners.

The extent to which these individuals adhered to the utopian rules set for Palmanova is not definitively known. However, the irony of the plan is quite clear: The perfect society, where everyone would be equal and have a specific purpose, was attempted to be established with prisoners since no one else wanted to live there.

Today, approximately 5,300 people live within the star-shaped historical walls. In 2017, Palmanova's defense structures were included in the UNESCO World Heritage List as part of the Venetian defense works. The city, which no one wanted to live in at one point, is now being visited as one of the most striking Renaissance settlements with its architectural plan almost intact.
