The Turkish Statistical Institute (TURKSTAT) has released birth statistics related to the year 2025. According to the latest data, Turkey's total fertility rate has continued its downward trend without interruption, reaching the lowest level in the last nine years. Here are the cities with the highest and lowest fertility rates.

Based on data from 2025, the total fertility rate, which indicates the average number of children a woman can have in her lifetime, was recorded as 1.42. This figure not only marks the lowest fertility level ever seen in Turkey's history, but it also underlines that the population is significantly below the critical threshold of 2.10 required for self-renewal.

The statistics presented by the Turkish Statistical Institute clearly reveal substantial geographical and regional disparities in birth rates across Turkey. While the Southeastern Anatolian provinces top the list, it is observed that the rate of population renewal in some provinces in the western and Black Sea regions has critically slowed down.

For many years, Şanlıurfa has consistently topped the list of provinces with the highest fertility rates in Turkey. With an average of 3.15 children, Şanlıurfa's fertility rate is more than double the national average, maintaining its leading position. Following Şanlıurfa, the provinces with the next highest fertility rates are:

Şırnak: 2.53 children

Mardin: 2.23 children

Diyarbakır: 2.14 children

Siirt: 2.11 children

These figures demonstrate that the few provinces in Turkey able to exceed the national population growth threshold of 2.10 are predominantly clustered in the Southeastern Anatolia region.

On the other end of the spectrum, we find cities where the aging of the population is at its fastest and birth rates have nearly come to a standstill. According to data from the Turkish Statistical Institute, the city with the lowest fertility rate in Turkey is Bartın, with a rate of 1.09 children. This rate places Bartın almost halfway behind the population replacement level.

Another noteworthy point is that major cities and industrialized centers are also hovering near this bottom level. The other provinces where the fertility rate has dropped most dramatically are as follows:

İzmir: 1.10 children

Eskişehir: 1.11 children

Ankara: 1.11 children

Zonguldak: 1.11 children

The fact that metropolises like Ankara and Izmir, which are among the most populous and developed cities in Turkey, remain at very low rates such as 1.11 and 1.10, points to the possibility of serious structural changes in the balance of labor force and aging population in the future.
