Hidden for Months: Mayor's Brother Wins Massive Lottery Jackpot
The identity of the winner of the second-largest lottery prize in US history has been revealed with the expiration of a special privacy period in effect in Arkansas. It was announced that Tracy L. Hartwick, the brother of North Little Rock Mayor Terry Hartwick, was the main benefactor of the $1.817 billion Powerball prize.
The single ticket that correctly predicted the numbers 4, 25, 31, 52, 59 and Powerball 19 (Power Play: 2) in the Christmas Eve draw on December 24, 2025, was purchased from the Murphy USA 7879 gas station branch located on South Rockwood in the city of Cabot, Arkansas.
This prize, which has rolled over a full 47 times and is the largest of 2025, has become the second largest lottery award recorded in U.S. history, following the record of 2.04 billion dollars in 2022. It also goes down in history as the second largest Powerball jackpot won in Arkansas.
The announced amount of 1.817 billion dollars covered the scenario of receiving the payment in annual installments spread over 30 years. However, the winner opted for the lump sum payment, amounting to a pre-tax total of 834.9 million dollars.
According to state lottery records, the cash prize was divided among three individuals:
Tracy L. Hartwick (94% Share): Tracy Hartwick, who is the original ticket holder, received 94% of the total available amount. From this sum, approximately 188 million dollars were deducted as federal tax and 31 million dollars as state tax by the Arkansas Department of Finance. After all deductions, Tracy Hartwick ended up with a net sum of about 565 million dollars.
Timothy A. Hartwick (3% Share): Timothy Hartwick, another sibling of Tracy, received a 3% share, which resulted in a net gain of approximately 18.1 million dollars after taxes.
Third Shareholder (3% Share): The remaining 3% share went to a third person, whose identity has not been disclosed. This shareholder, similarly, netted an income of approximately 18.1 million dollars.
According to Arkansas law, those who win prizes exceeding $500,000 have the right to temporarily keep their identities hidden.
However, the legal confidentiality period shortens if the winner happens to be a selected official or a close relative of an official.
Due to Tracy Hartwick being the sister of Terry Hartwick, the Mayor of North Little Rock, her legal right to confidentiality was limited to six months. Upon the expiration of this period, documents from the Arkansas Scholarship Lottery were made public.
In a statement from the North Little Rock Mayor's Office, it was conveyed that Mayor Terry Hartwick would not be making a detailed public statement regarding the matter. Nevertheless, it was expressed that he was extremely happy on behalf of his siblings.
