Famous Leaning Buildings City in Brazil Faces Threat as Ocean Swallows Coast
Santos, a city globally renowned for its leaning buildings and the encroachment of the sea on the land (known as sea swallowing), located along the coast of Brazil, is getting a breath of fresh air with a substantial investment package. The São Paulo government has approved a massive budget worth millions of reais for Santos and neighboring cities, which are both grappling with climatic challenges and hold high tourism potential.
Santos, located on the coast of São Paulo in Brazil, constantly requires urban planning and infrastructure investments due to its architecturally peculiar leaning buildings and the sea invasion threatening its bay in tandem with global warming.
The colossal tourism package worth 276.6 million R$ (Brazilian Real), approved in an official ceremony held at Palácio dos Bandeirantes by Governor of São Paulo, Tarcísio de Freitas, is set to transform the face of Santos and its surrounding cities.
This ambitious project, aimed at bolstering regional economy and infrastructure, is primarily benefiting 9 cities in the Baixada Santista region. According to data shared by the G1 portal, a total of 20.6 million R$ will be channeled into the region.
Major Boost for Tourism Centers: Santos, São Vicente, Praia Grande, Guarujá, Mongaguá, Itanhaém, Peruíbe and Bertioga, all cities with a rich tourism history in the region, will each receive a transfer of 2.5 million R$.
Incentives for Developing Cities: Cubatão, a city classified under the 'Tourist Interest Area' (MIT) category, will receive 600,000 R$ in support, in accordance with program criteria.
How Will the Funds Be Utilized?
Funds focusing directly on urban and touristic infrastructure will play a critical role in the reorganization of coastal strips and central areas that are particularly affected by sea invasions.
Areas of Investment Use:
Protection and reorganization of coastal strips
Improvement of public spaces and urbanization projects
Enhancement of accessibility and strengthening of touristic signs
New attractions and accommodation facilities for visitors
This incentive policy, whose foundations date back to the 1940s, was expanded in 2015 to include not only smaller cities but also those with high potential.
The objective is to stimulate regional development by dispersing tourist flow across a broad network, rather than concentrating it solely on main centers. In August 2025, the state assembly recognized and incorporated an additional 70 municipalities into this system. However, due to budgetary ranking, these new cities will only be able to access the funds by 2027.
Even though the agreements have been formally signed and ratified, the state government has yet to announce the exact date when the money will be deposited into the municipal coffers. This slight uncertainty over the start date of infrastructure projects in coastal cities, which are the lifeblood of the economy with their beach tourism, historical heritage, and trade, has not dampened the joy in the region. On the contrary, this move, which is set to 'rescue the leaning buildings and coasts' of Santos, has been met with great enthusiasm.
