City Gives 96 Apartments to 40 Families for Free, With One Condition
Located in the Spangen district of Rotterdam, Wallisblok, a complex of 96 small apartments, remained one of the most problematic structures in the neighborhood for years, plagued by neglect, illegal rentals, and security issues. Instead of demolishing the building, the municipality transferred the apartments to 40 households without charging a purchase price, under the condition that they would shoulder the cost of comprehensive renovations.

The Wallisblok in the Spangen district had long been notorious for its dilapidated buildings, illegal rentals, and drug use. The building, which once housed 96 small apartments, had gradually emptied out and had deteriorated to the point of being beyond rehabilitation.
The Rotterdam Municipality took control of the entire block by buying out the shares of the remaining property owners. Subsequently, it decided to hand over the building, without charging a sale price, to 40 households that would prepare a joint renovation plan.
The houses were free of charge, yet the renovation expenses were covered by the residents.
The project specifically accepted young professionals struggling to buy homes in the city. The participants didn't pay for the apartments, but they agreed to finance all the building renovations, manage the process together, and find the necessary loans themselves.
The average renovation cost per household reached approximately $183,000. Ninety-six small apartments were combined to create 40 spacious homes; residents were able to design various floor plans that spanned a single floor or multiple levels.
The two-year residency requirement hindered quick sales.
Participants were required to reside in their homes for at least two years after the renovation was completed. This stipulation prevented the immediate sale of the apartments for short-term profit from the project and aimed to establish a permanent community in the neighborhood.
The refurbishment of Wallisblok improved the perception of security in the area and increased the value of the buildings. While this model served as an example for other cities, it also sparked gentrification debates, as the rise in property prices could potentially drive lower-income residents out of the area in the future.
