It has been announced that there are 13 provinces in Turkey without a single shopping mall. So, which are these cities without a shopping mall?
The report on shopping malls in Turkey has been revealed. Istanbul topped the list in terms of shopping mall density.
Faruk Bingöl of Türkiye newspaper penned down the details of the “2026 Real Estate Market Report” published by Istanbul Real Estate Valuation. The total number of shopping malls in Turkey has reached 465. It was highlighted that the growth rate of the mall industry has hit the lowest level in recent years.
According to the report, the amount of leasable space increased by only 85,000 square meters throughout 2025. This figure, falling even below the 1% growth threshold in total market share, reinforced the signs of saturation in the industry. With this increase, the total leasable mall space in Turkey climbed to 13.9 million square meters.
Istanbul is home to 29% of the malls in the country. In Istanbul, where there are 134 malls, there is an area of 329 square meters per thousand people. Following Istanbul, the cities with the most malls are listed as follows: Ankara, Kayseri, Bolu, and Karabük.

One of the most striking parts of the report was the cities without any shopping malls. According to the current regulation by the Ministry of Commerce, a center must have at least 10,000 square meters of leasable area to be granted the status of a 'shopping mall'.
Taking this criterion into account, there are precisely 13 provinces in Turkey where no shopping mall is officially recorded.
The cities without a shopping mall are as follows:
Amasya, Ardahan, Bartın, Burdur, Gümüşhane, Hakkari, Iğdır, Kars, Kırşehir, Kilis, Muş, Sinop, Tunceli
