Coal-fired power plants leave behind a massive amount of ash while generating electricity, and most of this ash ends up in landfills. However, engineers in the United States believed that this waste could be too valuable to simply throw away. Thus, in 1988, they embarked on an unusual experiment: they directly spread power plant ash on the foundation of a road in Kentucky.

In order to make a comparison, a control section was left untouched, containing no ash mixture. The foundation of one section utilized a combination of residue left over from the fluidized bed combustion process, standard stone aggregate, and fly ash, while the second section brought together fly ash accumulated in ponds, hydrated lime, and tightly graded aggregate. The substructure of the third section was solidified with pond ash and the same residue from the combustion process.

Three different ash mixtures were tested in three separate sections, each constructed to be approximately 230 meters in length and 6.7 meters in width.

Two sections containing fluidized bed combustion residue were deemed unsuccessful due to excessive expansion of the material, and were eventually dismantled and rebuilt with traditional materials.

In contrast, the third section, composed of a mixture of fly ash, hydrated lime, and aggregate, served for years without showing any significant damage; the wheel track formed in this section was even less than that in the control section, and it exhibited excellent resistance in unconfined pressure tests. Researchers interpreted these results as evidence that waste fly ash can be successfully utilized in the construction of hardened road bases.
